An AI usage target turned into a reporting exercise

What happened
Leadership set a goal that half of all new code should be written with AI by the end of the year. Within a month every team was hitting the number, mostly by turning on autocomplete and counting every accepted suggestion. Nothing else changed. Delivery dates stayed exactly where they were.
What it cost
Licences for 120 people, plus a weekly report someone spent half a day building.
What we fixed
We dropped the usage target and asked each team for one before-and-after measure they cared about, like review time or escaped bugs. Two teams found real gains. One found none and stopped paying.
